🎉 add T1k HLA typer

Description

This PR adds T1k to the RNAseq workflow.

Change Log:

• Copied T1k tool and doc page from https://github.com/d3b-center/HLA-Typing-Dev
• Added T1k step to RNAseq workflow
• Four new, optional workflow inputs: run_t1k, hla_rna_ref_seqs, hla_rna_gene_coords, and t1k_abnormal_unmap_flag
• Updated main README with T1k information
• Updated RNAseq workflow pubapp styling
