🔌 Add mismatch sample name + annotSV

Description

Broad-processed crams have different sample IDs. This workflow:

• Renames vcfs with our BS IDs after calling
• While working on this, added annotSV

Fixes # https://github.com/d3b-center/bixu-tracker/issues/1858 and https://github.com/d3b-center/bixu-tracker/issues/1756
