⬆️ Upgrade babel to 7 #122

Our consuming apps currently use babel 7 which causes the following error:

Requires Babel "^7.0.0-0", but was loaded with "6.26.3".

kids-first/kf-ui-data-tracker is the only consuming application that uses an explicit babel dependency, so there should be no problems in other applications.
