No dialog after eclipse restart

What steps will reproduce the problem?
1. Install adt-addons as normal (on helios sr2 with existing android projects 
and android adt plugin)
2. Restart eclipse
3. No installer dialog

What is the expected output? What do you see instead?

See the installer dialog.

What version of the product are you using? On what operating system?

Windows 7 64bit. Latest version of everything else.

Please provide any additional information below.

What's not clear to me is whether this expects the normal android ADT plugin 
and sdks already installed (I already do). When I installed adt-addons nothing 
happened. No dialog on restart and no apparent errors in the error log. Is 
there an option in eclipse to start the installer? Sorry for the lack of any 
particular detail in this bug, but I cannot find any log messages or anything.

The installer dialog is displayed only when start Eclipse first time and when 
an Android SDK is not installed.
It isn't tested with latest ADT/SDK.
