[KIEKER-933] Move configuration files of quality tools to another directory #690

Currently the configuration files for Checkstyle, PMD, and Findbugs are localized in lib/static-analysis/checkstyle-5.6/ etc. This is, in my opinion, rather unusual and quite unexpected for new developers. I recommend to put them either into an own configuration directory or into the build-config directory.
