Either config file for user to add configs, or terminal interaction.

Options include:

Run in debug mode
Timeout/delay/throttling time in between API calls
Number of messages to collect per API call (specify minimum/maximum)
Duration of program (e.g.: stop program after 10 minutes)
Proxy configurations
Which groups to collect from(?) (by id or by type e.g.: list of group ids, or only collect DMs)
Collection type (-get-participants -get-messages -get-entities-data) and more...

Any other core configurations are specified in the configs.py that is required as part of the setup process.
