Harmonize range of reserved values for HDC internal purposes.

Any change on this kind of ID needs to be carefully reflected also in the HDC-spec and the ProxyBase class!

• CommandID value start at 0xF1, instead of 0xF0, for no particular reason.
• Predefined ErrorID values are not grouped at all, because it is hard to decide which of them are for general use and which are for HDC internal. Keep in mind that there might still be some pending kinds of error that should be included into the HDC-Spec. The NoError should be kept at 0x00, for tradition, so most likely should group the rest of error codes at the lower end and clearly specify which range or ErrorIDs is available for custom use by the users of the hdc driver.

Decided to not reserve any IDs and meanings for FeatureState values, because it states are too specific for individual implementations and attempting to reserve any meanings will bloat HDC-spec and make it more obscure for use-cases were certain meanings do not make any sense.
