The work is the following:

Parser needs to be changed so that plugin API generated code also calls a new before_method(context)
Then the ActiveMerchant PaymentPlugin needs to be modified to cut the initialize method in two:
One part that init
One part in the new before_request to retrieve config based on tenant

The config part needs to be enhanced to not only look at static files but also check for values in Bill Bill
