jslint4java option changes ignored #69

Changes on the jslint4java preference menu were not taking effect

Somehow Eclipse preference handling changed. It seems that InstanceScope no 
longer finds ProjectScope. Fixed so that the builder checks ProjectScope for 
preferences instead of InstanceScope.
