Update book to 1.12.0 #44

I updated the Rust book markdown files from a rust repo checked out to the 1.12.0 tag. This also sets the version to today "2016-10-01" and adds a few LaTeX packages to the README I found I needed to install on my system to build the PDFs.

Awesome! Thank you! I'll compile this and look through the PDFs later today, then we can land this.

Just had a quick look through the generated A4 PDF and it looks great! Japanese characters, cross references and ASCII art are all intact.

Oh, btw, were there no changes to the nomicon in this release? Or did you only focus on TRPL?

I only did the Book. I didn't look at the nomicon.
