Email auth with Issue Tracker #3

Sending email via django. Need to get account permission with IssueTracker API. Reach out to managers.

Currently on hold, we will send Emails with Google Tools most likely.

Might revisit when submitting bugs for App Crashes/ Broken Apps.

For now we are not sending email on AMACE status changes.
