Upgrade `biscuit` to 0.6. #40

This also removes time 0.1 from the dependency tree, which had some vulnerabilities.

It looks like a clean upgrade, and I didn't see any of the breaking biscuit APIs used in the codebase.

Yeap, I saw it yesterday, was quite surprised, because I have been looking for an alternative to this crate for some time now. Nice it is still alive.
