Proper Seek support for WebM audio only files #356

What steps will reproduce the problem?
1.Create a WebM audio-only file
2.Install IE9 plugin
3.Play file in audio tag in IE9

What is the expected output? What do you see instead?

There is no seeking ability.  For example, trying to move around in the 
progress bar does not work.  When a track finishes playing, it will not reset 
to the beginning and will not be able to play again, etc.  

What version are you using? On what Windows version?

Not sure, whatever the latest IE9 plugin version is as of Aug 1 2011.

Please provide any additional information below.
