Cannot select project during expense creation #156

Describe the issue

When trying to add an expense item I cannot select a project which has already ended, even if I first select a date that lies within the project timeframe.

When adding other items, like a time entry, I can first select a date which is within the project timeframe and then pick the project, even if it has already ended. This does not work with expense items.

I already tried

2.14.0

You can open the Project detail page and in the "Expenses" section click "+ Add"

I do not think that this edge case will be changed, as a project should only be closed after it is over. And you can still add the expenses with this above method.
