Fill/swatch library #605

Just wondering if anyone has considered fill/swatch library functionality. This 
could probably function similarly to image library extension as far as 
accessing the fills goes. Either that, or they could simply be incorporated 
into the current fill paint and opacity dialog - maybe as a new tab.

Obviously there would need to be a different set of logic to define these fills 
and apply them to shapes. 

I would be happy to provide the swatches from the IAN symbol libraries for 
free, even if you want to incorporate these directly into the SVG codebase. I 
have attached a screenshot of swatches in Illustrator - some are patterns to 
define rock and sediment types and others are gradients to define water 
quality. Obviously science focused, but might be a useful start.

Good idea. Mentioned before, but never made into an issue, I don't think. A bit 
related to Issue 409 (Ability to use custom palettes), at least in that both 
features need to consider each other.
