Imported images with no stroke break stroke editing #793

What steps will reproduce the problem?
1. Import an image with no stroke (ie IAN > Coastal Marine > Coastline 2D: 
sea-level rise with increased swell)
2. Break link > ungroup
3. Try to change stroke weight on one of the paths
4. Also, after having done 3, create a new path and it won't have a stroke 
either

What is the expected output? What do you see instead?
Should be able to add a stroke to to paths that are imported without. Can't add 
stroke, and it also affects new paths

Please use labels and text to provide additional information.
Just tested in FF4

Another addition to this which is Chrome specific: if you try to change the 
stroke on the brown "base" part, nothing happens, but if you try on either of 
the water components, the fill goes black.
