often it is more convenient to be able to move the canvas with a tool rather
than by scrollbars, especially when moving diagonally

Vic,

Not sure if it suits your purposes completely, but svg-edit emulates
Illustrator's behavior, in that you can hold down the space-bar and drag to
move the canvas.

We are talking about panning here, correct?

I forget sometimes that I am spoiled on my MacBook. I use two-finger dragging
on the trackpad to achieve scrolling in any direction (without having to
interact with the scrollbars). A mousewheel on a mouse would do the same thing
for the vertical direction at least (and some mouse support other ways of doing
horizontal scrolling).

Ah, thanks for the space-bar hint.

A use case for a panning tool is tablet pcs with stylus or touch input.
However, panning would there probably be activated by using two fingers or
pressing the stylus button.
