Avoid deprecated BiocLite & add troubleshooting #8

BiocLite (a part of BiocInstaller) is deprecated (https://bioconductor.org/packages/release/bioc/html/BiocInstaller.html). I also ran into a few issues installing (R patched 3.5.3 on openSUSE 15 within Packrat in RStudio), so I added some troubleshooting for similar issues.
