Add WebService Creation #12

Creation of two WebServices for the Pages CALTestResults and CALCodeCoverageResults. Related to this Issue: https://github.com/kine/NVRAppDevOps/issues/10

Thanks, how it behave when I publish it when creating the container and during the TestApp install too? Now I am thinking about backward compatibility (not break the current Pipelines compiling still TestApps with own webservice publication)

I've got no conflicts during the installation of the test app with webservices published during the container creation.
