Add a means to override the entire Provisioner creation and linking process instead.

I would LOVE to see settler caravans of small groups. Even if half are spawned in on creation of a caravan and don't count for settlement, as long as I can dress them up I'm happy. Then I can send a sentry bot provisioned on his way and he can travel with 3 settlers and a brahmin like he's escorting them. Like a bus but for the wasteland lol.
