Very long wait to activate stream #119

What steps will reproduce the problem?
1. Open XBMC
2. Play something
3. Long wait time appears

What is the expected output? What do you see instead?
The wait should be something reasonable, like a minute or so. Instead it asks 
me to wait almost 12 minutes to watch something.

What version of the product are you using? On what operating system?
XBMC 11 beta 2, using Crystalbuntu on ATV1.

Please provide any additional information below.
I'm not sure if this is a result of the newest update, as I also experienced 
fairly long waits on 1.0.24 of about 7 minutes, but they would decrease as more 
streams were played. In any event, 12 minutes is quite excessive. Is there any 
way around these waits in future updates?

Also, just for clarity, the wait time does go down significantly with more 
streams having been played. It is just the first few streams that take a long 
time to start.

it depends on the time of day. usually for me between like 2-6p.m est the time 
ranges from 30-600 seconds. rapidshare seems to increase its timer during this 
block of time because it is being used most here. after 6 though its almost 
always 0 seconds. and certainly always 0 seconds after 7
