Update requirements.txt #151

This solves the issue #150 .

I specified the version of dm-haiku as suggested in the following stackoverflow answer. https://stackoverflow.com/questions/69937218/attributeerror-module-jaxlib-xla-extension-has-no-attribute-pmapfunction/69937986#69937986

I don't know why there is the diff in the last line, but there is no change.
