OutlineDecorator malplaced when rotating #37

What steps will reproduce the problem?
1. Add a outlinedeocrator to ObjectHandles
2. Add rotate handles
3. Rotate the ObjectHandles selection

What is the expected output? What do you see instead?
The OutlineDecorator is placed outside the Handles and not on top/below.

What version of the product are you using? On what operating system?
Latest from trunk.
