Can anyone create a circle like rubberband, that can expand from anywhere in its border #48

What steps will reproduce the problem?
1.resizing

What is the expected output? What do you see instead?
if I would try to expand the circle then it would not expand like circle only 
that part would expand not all the circle

What version of the product are you using? On what operating system?
latest version on windows xp
