Description: Find/choose a certificate authority and generate a certificate for Mobius that will be used to sign all Mobius components.

Comment: We will either self-sign a cert or buy one, but this depends upon getting the new XServe and tracker setup here at UCD.

As we discussed today, this'll get done eventually, but not for the epsilon release.
