Create a merge tool #11

Use-case: The processing of ballots is split between computers, A and B. After 
both jobs are completed the results need to be collated onto, wolog, computer A.

There needs to be a tool, merge.py, that can handle merging both the data 
directories from A and B and the databases.

Ideally, the two data trees can be identified by separate prefixes, which can 
be carried through to all files in the trees.  So machine A's 000/000001.jpg 
becomes A000/A000001.jpg, etc...
