The source of incoming ballots, hereafter the source directory, is orthogonal 
to the directory where results are written, hereafter the results directory.

The results directory should mirror the source directory. Non-image files 
should be safely ignored. A mechanism for specifying either a policy for 
grouping images is required, especially for ballots whose reverse side have no 
identifying marks.

As an incremental move, there is now an incoming option to specify a distinct 
source directory for images that defaults to $root/unproc. The same file naming 
scheme is still enforced, however.
