Separate processing ballot of data from extraction of data #8

Currently, vote opportunities are run through the IsVoted extension as they are 
extracted from the ballot image. This is inflexible and conflates two distinct 
tasks. There needs to be a clear delineation between extracting information 
from the ballot image and processing that information.
