talkify.net, readaloud.com, and google all give decent TTS.

espeak and espeak-ng both give a very robotic voice
pico2wave produces good audio, but does not work with large files - https://bugs.launchpad.net/ubuntu/+source/svox/+bug/1468771
festival was slightly worse than pico2wave https://www.cstr.ed.ac.uk/projects/festival/onlinedemo.html

https://github.com/mozilla/TTS looks like the best option now. Just need to learn how to configure and use it.
