From the creator of a lot of movement scripts for C2 here are his comments about the bug he found:
"All of the scripts I released have syncToSong set to true, so if you start the song part way through (like in Practice mode) then the script will still match the song
however, I noticed that if you open the menu while in a map and use the slider to change where you are in the song, and then resume, the script will get stuck in exactly the way you are describing
This appears to be an issue with Camera2 itself, nothing I can fix
To make it properly sync you have to back out of the map, go back to the song browser / Practice slider, and re-enter the map
The other thing I've noticed is this: when starting a song, the camera will hang out in whatever position it was in when the last song ended, and will stay there until the song timer appears and starts counting up
But that should only last a few seconds, not a full minute"hat issue you encounter and potentially why you think it is a bug and not expected behavior.
