SSR-4650: Resolve the deploy' and 'dev' command failure issue

[Cause] The dev and deploy commands failed when working with plug-ins because of the new change in the kintone UI, and only @kintone/plugin-uploader version >= v9.1.0 could handle the upload from now on. [Details of Action]

• Changed the version @kintone/plugin-uploader from 8.0.0 to 9.1.1 (latest) in the constant file
• Changed the version @kintone/plugin-uploader from 8.0.0 to 9.1.1 (latest) in the unit test file
• Changed kintone-cli version from 0.5.0 to 0.5.1
