Some light bulbs don't get turned on by a single toggle on the switch

Issue

With smart bulbs, some light switch doesn't turn the lights on by a single toggle from off to on. Usually it takes (from off state) on->off->on. This has continued to be confusing for every one for months (and a source of fights in the household).

• This does happen to all lights in a particular room A where 3 lights are showing the same symptom.
• This hasn't been seen with any other lights that are equipped with smart light bulbs in any other rooms in the same house.

While testing various things https://github.com/kinu-garage/essay_in_idleness/issues/213#issuecomment-1814542024, the light bulb went unavailable. The following didn't solve:

• Re-run "reconfigure" on zigbee.
• Wait for several hours.

Then, finding a new device on zigbee finds the same device as a new device so re-included.

Also found another device of the same kind was plugged to the same light fixture, which I barely I remember I did, but at some point it went away. This one's light didn't turn on even switched to different plugs, so I can only assume it's no functioning. But I'll try a different light fixture as a last resort.
