The bulk of the code is done.

[ ] Tests needed! Keep the test coverage above 95%.
[ ] Add WaterConnectSession.find_dh_nos(dh_nos) method (using the new bulk_download() method.
[ ] Ensure WaterConnectSession.post(...) requests pass happily through the _cache_data() method
