Add config/.rc file #18

Is your feature request related to a problem? Please describe. There will be shortly be a need for package-wide configuration: e.g. location of a local caching database to store previous queries.

Describe the solution you'd like A configuration file setup. We need something simple and clear, ideally perhaps toml format.

Closing because #31 is being implemented and we will be opinionated - no configuration option until needed.
