Turn off locksmith on racker bootstrp + racker-run #20

We need to prevent a possible update during Racker's delicate operations. That includes extracting the racker contents (using racker-run), as well as running racker bootstrap.

Testing done

Not tested with locksmith installed.

@pothos , I have updated the changes and added a new change so we don't leave the locksmith stopped if the prepare.sh fails.
