Unapproved pages are not visible

What steps will reproduce the problem?
1. Edit contents of a page (like /about)
2. Save and Continue
3. Open the page (www.example.com/about) in another browser - it doesnt open 
but redirects to the homepage (www.example.com)

The page becomes unaccessible if it's in the unapproved state. Instead, the 
version of the page as it existed before this edit should be shown.

This problem is seen even in the demo site: vosaocms.appspot.com

Note that once approved, the new version of the page is shown correctly.

This is destination of approvement. You can't get page visible on the site 
before it's approved.

Look at http://vosaocms.appspot.com/about it has 2 versions. First is approved 
and second is not. Shown is the first version.

Yes, I can see that but that is not what I did. What I did is:
- There are 2 version of /about now
- I *dont* create a new version
- I edit the second version, save it and not approve it

Now from another browser I type http://vosaocms.appspot.com/about - that 
doesn't seem to work. Is it wrong to edit it without creating a new version or 
something?

"About" is not working now because there is no approved version of this page. 

Version 1 and Version 2 of /about page are in state "Edit"
