top flying menubar does not memorize the HIDDEN state #356

What steps will reproduce the problem?
1. click on HIDE - menu disappears
2. change to next screen, the menu appears again

its very annonying if editing small parts on top of the page since one have to 
click away that bar upon every preview

possible solution: store HIDE state into the cookie or session and either 
shrink the menu to a smaller panel which is restored upon mouseover or 
mouseclick or hide the menu and restore whenever a mouse covers the imaginary 
area of that bar, which can be captured by invisible iframe
