no security options for plugins #357

What steps will reproduce the problem?
1. use case: superfish menu needs to be updated everytime a new page is added 
to the tree, no user except for admin can update the menu

this also could be seen as part of a superfish plugin to cope with, but 
generally it would make sense to allow functional restriction for plugin or 
per-group basis
