Non ASCII symbols becomes ? symbols in RSS output #389

What steps will reproduce the problem?
1. Add page with non ASCII symbols in title and/or content
2. Open _ah/plugin/rssatom/feed

What is the expected output? What do you see instead?
Original page title and description. I see ???? instead.

Please use labels and text to provide additional information
Vasao 8.0
IE 8.0 (used to test RSS)
