[Site] Reduce number of site templates by using page attributes to load the sidebar menus

As it stands, the site uses a separate template for each major section, in 
order to provide a similar but different left sidebar. 

By using page attributes, a master site template could be used, by specifying 
different include files. 

We will be replace X templates with X include files, but without all of the 
duplicate code now in the templates.

I believe this task is done. Not all of the redundant templates have been 
removed, pending the resolution of #408. The ones that can be hidden or removed 
have been re-titled.
