Python 3.11 support and move files from docs to main directory #27

  1. Added support for Python 3.11 around the project
  2. Moved docs/LICENSE and docs/CHANGES.rst to main directory with additional rename of later

Current location comes from ancient times and is not being understood well by GitHub and does not appear in About section, and similar for changes file, conventional location will help folks using tools like dependabot, since it will show changelog in PRs when proposing version bumps.
