Upgrading python 3.7 to python 3.8 for a subset of the models and the shared environment #314

Models which use tensorflow 1 cannot be upgraded to python 3.8. The model (group)s which now have been upgraded to python 3.8 are the following -

  1. AttentiveChrome
  2. Basset
  3. DeepMEL
  4. DeepSEA
  5. DeepSTARR
  6. MaxEntScan
  7. Optimus_5Prime
  8. SiSp
  9. Xpresso
  10. DeepTarget
  11. pwm_HOCOMOCO
  12. shared/envs/kipoi-py3-keras2.yaml has also been upgraded to use python 3.8

Model groups namely lsgkm-SVM, DeepBind, Factornet, Basenji uses tensorflow 1 . As a consequence, they could not be upgraded to python 3.8 an had to be removed from py3keras2.
