restrict login for active VIK students
discuss the local network whitelist patterns, might include the possibility of depricating the feature

will be fixed in 1.3.32

Changes:

removed local network check (the new reverse proxy didn't support this functionality well)
login restricted to those who: (any match)
- have active bme vik university student status
- member of any of the communities (aka. öntevékeny kör) imported from PÉK
- have an explicit permit from a system administrator
