Introduce a split of ltoize #4

The sys-config/ltoize package alongside its bashrc.d from the GentooLTO repo seems pretty useful, not only for LTO. I feel like I should port it here, especially as the current ebuild and repo there are outdated, with the owner inactive. This split would be generally LLVM oriented, not just for LTO.

When this is done I believe features/stylize should be (re)moved, as fucking around through bashrc.d and related is easier than through the integral make.defaults. Would probably use the same name as features/stylize, just need to get to it x3

Eh, I'm starting to wonder, if the profile is actually enough. Most of packages I build are fine with -flto=thin without patches and fixes. I think I'm gonna continue using features/stylize and close this, if I don't get to it next Wednesday.
