Proper unicode path handling in psutil_proc_exe #471

Attached patch fixes handling of non-ascii paths containing characters not 
representable in current locale. Path was tested against latest default branch.

Did you test this also on Python 3.X?
Since this is kind of related would you mind taking a look at issue 446?
