Modal: Move focus to overlay when modal is opened

Which issue does this PR close?

This PR closes #3237

Modal overlay is now focussed once a modal is opened, so focus is trapped within the modal until it is closed.

The following tasks should be carried out in sequence in order to follow the process of contributing correctly.

[ ] Make sure you have updated the cookbook with examples and showcases (for bug fixes, enhancements & new components).
