[Housekeeping] Upgrade to Angular 17 #3336

Describe the housekeeping request

We should update to Angular 17. Angular 17 has been out since the middle of november 2023, and consumers who would like to experiment with features such as esbuild and vite would benefit from the upgrade in Kirby.
