[Enhancement] Segmented control - Hover state adjustment

Describe the enhancement

When Segmented control is in "Chip" and "Compact Chip" mode, we should align hover state with Button hover state.

Describe the solution you'd like

Adjust hover state so the color change is on the "button" background and not on the text. (Only when in Chip and Compact Chip mode) See attached image.
