PgsqlErrorLog entry is uncommented in sample web.config #198

In ELMAH 1.2 BETA, the <errorLog> section for PgsqlErrorLog in 
samples/web.config[1] is, unlike others, uncommented. This can be cause 
duplication erros for someone using the web.config as a starting point but 
intends to use another error log implementation by uncommenting one of the 
earlier errorLog examples.
