10 map returned restaurant rating data into list component #30

Restaurant list now is populated via data from the NYC Open Data API. Logic / helper function will add alerts to restaurant cards that have pest violations on latest report. Had to do lots of work on the map to get this working so this closes #11 as well as closes #10
